Add snapcraft packaging

Add snapcraft.yaml to enable an automatic daily snap build.

I have an interest in AV1 and thought it would be nice to have a snap of dav1d so I can track edge releases. There is already a snap of VLC so there are folks at VideoLAN who know how to setup the daily build once this lands.
