Draft: lib: change all_layers default to 0

Tristan Matthews requested to merge tmatth/dav1d:all-layers-default-0 into master

I deliberately omitted changing the default in https://code.videolan.org/tmatth/dav1d/-/blob/master/tools/dav1d_cli_parse.c?ref_type=heads#L85 as this breaks tests (maybe that warrants a separate issue/discussion?)
