ARM64: Minor improvement to symbol decode

Use a slightly shorter series of instructions to compute cdf update rate.

Want to keep this separate from the other patch, so that it is clear that this doesn't depend on changing the symbols used for the 4 wide version.

LGTM. That must have been a lot of staring to remove 2 instructions. The lack of a mov + immediate is nice, IIRC it's not a very optimal instruction, plus the conditional.
