CI: Run the seek stress test

Victorien Le Couviour--Tuffet requested to merge psilokos/dav1d:seek_stress_test-ci into master

I had to split !1124 (merged) to make sure the NUM_xxx_SEEK values aren't too big for the test-debian-tsan runner (ie. so it doesn't timeout).
