1.0.0: misleading meson error message about xxhash

Looks like currently build requires xxhash devel resources but witout those resources it exits with misleading error:

Configuring version.h using configuration
Header <xxhash.h> has symbol "XXH3_createState" : NO

tools/meson.build:50:8: ERROR: Problem encountered: C symbol XXH3_createState not found in header xxhash.h

In tis case error has been pronted without installed xxhash.h.

IMO instead checking for single xxhash.h file better would be just use dependency().

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
