libvlc: include vlc!1175

Felix Paul Kühne requested to merge fkuehne/VLCKit:3.0-include-MR-1175 into 3.0

This adds the 2 patches from vlc!1175 (merged) to allow a beta release ahead of the libvlc merge and backport cycle. The patches will be removed again as soon as the upstream is updated.
