Maintain build system

This forward-ports the recent improvements on the build system to have full debug symbols for libvlc. It also transitions all products to the .xcframework flavor, removes the legacy targets to create static frameworks and adds support for the aarch64 simulator for iOS/tvOS on Macs with Apple Silicon.
