the goal is to build vlc + libvlcjni only.
This is very useful if nothing has changed in contribs/configure and when using eclipse for java.

This solves quite a few issues on my Nexus One, notably inside MKVs

They do not really make any sense on Android

They will be re-installed when rebuilt

Hide a few commands which only do "echo" or "rm"
Add a "Generating xxx" macro which hides command run
Remove -q from ant options to see on which files it works

Align with current practices of automake and ndk-build
make V=1 will show exact gcc flags used for libvlcjni.so

Let local.properties override the definition if it exists
Don't generate local.properties anymore

This avoids having to fetch a 84 MB binary package and keeping
26 MB of libraries, when a fake stub works just as well.
