WIP CI: generate 3.0 nightlies with the latest macOS runners

For x86_64 we switch from old-macmini:

old-macmini: Xcode9.2 MacOSX10.13.sdk
C compiler for the host machine: (clang 11.0.0 "Apple clang version 11.0.0 (clang-1100.0.33.8)")

to monterey:

MacMini2018: Xcode13.3 MacOSX12.3
C compiler for the host machine: (clang 13.1.6 "Apple clang version 13.1.6 (clang-1316.0.21.2)")

For arm64 this should be less of an issue. Even the latest XCode 26 still supports making builds compatible with the original MacOS with M1 which was released with macOS Big Sur (macOS 11).
