amt: change IP hdr options for Linux relay interop

change IP hdr options from 0x00 to 0x94040000 as per https://datatracker.ietf.org/doc/html/rfc2113#section-2.1

allows interoperability with amt relay implementation https://github.com/GrumpyOldTroll/amtrelayd

tested with /Applications/VLC\ 2.app/Contents/MacOS/VLC -vvv --amt-relay 54.189.183.67 amt://23.212.185.14@232.10.10.2:12000

sound + video still choppy, need to determine whether it is module issue or relay issue
