on root directory, `make update_common` will trigger an update of the
shared `common` directory

globals.json is not fetched from git submodule

adding unnecessary Makefile dependency add some error during the include

it should be included inside the parent Makefile and not used as is.

this branch will store files shared among platform branches:
- build files (makefile, python requirements)
- CI files
- globals
