Proposal: Add OS detection for Windows ARM 64
Description
This request is to add Windows ARM64 OS detection to the Windows downloads page.
Rationale
When Windows users on ARM64 devices go to download VLC from the website, they should see the appropriate ARM64 version of VLC by default.
Currently Windows ARM64 users get the 32-bit version by default. While the 32-bit version of VLC will run on Windows ARM64, it does so via 32-bit platform emulation, which is less efficient than running the native ARM64 version and can drain the user's battery life.
Preferred Solution
Add ARM64 detection code to the VLC website and update the Windows download page to appropriately detect and default to the ARM64 version on Windows ARM64 devices.
Additional Context
The Windows ARM64 binary also needs to be changed from a .zip file to an installer to match the install experience of the Windows 32-bit version. I'm not sure where the ARM64 installer lives, so that might need to be done as a follow up item.
