contrib: gather pkg-config variables

This moves the PKG_CONFIG and PKG_CONFIG_LIBDIR initialisation where
PKG_CONFIG_PATH is. Note that the moved code is predicated on
HAVE_CROSS_COMPILE either way.

No functional changes.
