WIP: VLM Files

Hello mentors :)

This is the introduction to VLM (and covers the basic how to streaming). Taking a use-case approach, I have tried to explain the concepts using the code line-by-line. The introduction file mentions a few use cases in the end, I will submit files for them soon.

Also, I wanted to ask if the http interface vlm works, as I'm getting an error message when I try to open http://127.0.0.1:8080/vlm.html
