Add a "or later" to the License information regarding GPLv2 on the web page

The site states it is GPLv2 ( "Licensing" https://www.videolan.org/developers/x264.html )

But is it GPLv2 "or-later" or "only"? Currently a user has to further look for that information at the end of the COPYING file, or in the source code headers. A suggestion is to simply add of a "or later" to the Licensing paragraph text on the site. It makes quite a user difference depending on the use case, saves a user a few minutes to dig for that detail, and is a minor fix.
