tools: update config.guess/config.sub + FFmpeg 7.1.2

They have official support for arm64_32, Apple simulators.

Allow curl to retry file downloads because the failure rate is high on GNU servers (mirrors and git).

Plus update FFmpeg and disable arm64_32 detection which doesn't build properly.
