Write metadata in stream output

I use vlc for broadcasting (shout output). My patch for support of vorbis comment in encoder.

Usage:

--sout-vorbis-metadata=/var/tmp/comment.txt

/var/tmp/comment.txt:

TITLE=My stream
COPYRIGHT=ggg
GENRE=various
LOCATION=http://www.videolan.org/
