OS X Mavericks Fullscreen Bug.

In OS X Mavericks (10.9), there's a bug in fullscreen mode, when coming out of fullscreen mode the dock is suddenly hidden, even though the dock preferences in the Apple menu show the "hide dock" option as unchecked, but when I hover over the bottom of my screen the dock comes back up, like it was hidden, and when turning on then off again the hiding preference it undoes it, like it had hidden it.

no other app on OS X causes this behavior, making me believe that it's a VLC bug.
