Show the actual playback time at cursor position in tooltip when mouseover on seek bar.

Currently, in VLC 2.1.0 (using Mac OS 10.7.5), upon mouseover on seek bar, a tooltip is displayed that says "Position". It would be proper for the tooltip to show the actual playback time at the cursor position.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
