Telnet interface is broken in 2.1 on Windows

Tested on Windows XP and Windows 7

Steps:

Run vlc -I telnet --telnet-pass admin (it doesn't work at all without --telnet-pass!)
telnet 127.0.0.1 4212
Connection successful, but no data from VLC.

Works fine on Mac OS. Not tested on Linux. VLC 2.0.8 works fine on Windows.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
