VLC can't seek to I-frame in ogm files.

VLC Player has had a bug in it for over 5 years now. Whenever I rewind or fast forward a video, the video picture is "pixelated", i.e. the picture is "fuzzy" or "scrambled" (I can't clearly see what the picture should be for several seconds/minutes. ) for several seconds or minutes and eventually it will revert to the non-pixelated/fuzzy/scrambled "perfect" picture for viewing afterwards.
