flac codec needs updating for the new FLAC API

FLAC 1.1.3 has some changes to its API. The impact on VLC is fairly small, but 0.8.6 won't compile as is.

Here's a patch which seems to work OK for me. It might be better to make it autodetect which version's being used to support both the old and new APIs, though.
