Unable to capture video (command-line) in version 2.1.0-pre1-20130626-0031 Rincewind

Executing VLC for Windows from command line to capture desktop video, which worked in 2.0.7, though it crashed VLC (examples: http://forum.videolan.org/viewtopic.php?f=14&t=111827&p=378851#p378652) in version "2.1.0-pre1-20130626-0031 Rincewind" does not work at all. It ends up with "VLC media player could not start. Either the command line options were invalid or no plugins were found" error.
