Add Wayland output module.

Wayland API has been stable for some time now. I guess it would be nice for VLC to have Wayland video output module. I noticed that there has been some work on EGL output so it provides a good start since Wayland uses EGL and such.

If output module is present, VLC can be ran on Wayland when it moves to Qt5 which already works with Wayland.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
