Re-implement multi vout support

2.x's Mac UI lacks support for multiple vout instances at the same time. We should re-implement this in order to support the clone video filter and inputs with more than 1 video tracks.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
