VLC cannot read/render ANSI code subtitles

VLC cannot read and render latin caracters from ANSI code files (MSDOS) format. The relevance here is due to some subtitles in this format available in opensubtitles.org. I'm attaching two samples: one utf and another ANSI. Wordpad and notepad can read and render this file very well. I think (not sure) this site describe the ANSI code: http://en.wikipedia.org/wiki/Windows-1252
