audioscrobbler not submitting tracks (Win32)

VLC doesn't submit tracks to Last.fm on Windows. Using "audioscrobbler" as a filter for messages it just does:

audioscrobbler debug: Meta data registered
audioscrobbler debug: Song will be submitted.

Tested using latest nightlies for both 2.0.1 and 2.1.0 (vlc-2.1.0-git-20120301-0004).
