DXVA decoding has issues with Intel display adapters

As noticed in: http://forum.videolan.org/viewtopic.php?f=14&t=97716&p=328527 and http://forum.videolan.org/viewtopic.php?f=14&t=98287&p=328845

Intel display adapters adapters won't work correctly with DXVA decoding. Decoding issues (blocking, distortions, choppyness) are seen with H.264/AVC content. Maybe needs new GUIDs or changes in code. Marked for JB as requested.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
