Dock fullscreen controls has issues with multiple monitors

Latest nightly, only tested in Windows 7 32bit. The new dock fullscreen controls button when activated from a second monitor docks the controls on the primary monitor, and the only way to return the controls to the secondary monitor during that session is to move VLC to the primary monitor, enter fullscreen and then drag the controls to the secondary monitor.

Ideally, dock fullscreen should detect where the fullscreen is in effect and dock it in that particular screen.
