Meta fetcher and preparser dummy dependency on playlist

Fetching meta infos or preparsing an input item currently requires the playlist for no good reasons. This is a waste of memory in LibVLC.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
