Vout blitting frames unnecessarily

Vout keeps blitting current frame to display when there are no new frames available. This usually happens when network problems cause delays in streaming. It should wait until new frames are available.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
