input creation does not check the rate

./vlc --rate=xxxx some_input

any positive value is accepted.

The rate is only checked in INPUT_CONTROL_SET_RATE but not at input creation.

This can lead to failure to display any frame and freeze (if rate is too small), or crash (floating point exception, if rate is too big)
