V1.1.15 Streaming Audio - Garbled No Audio

VLC 1.1.15 on win

When playing a MP3 stream, get a burst of R2D2 like audio, then silence, and possible occasional additional burst of R2D2 like audio.

This is from an IceCast 2.3.2 server with the feeds provided by

RadioFeed (http://www.proscan.org) Uses liblame 3.98 per author for the Mp3 encoder

VLC player 1.1.15 on win 7 premium on Dell Optiplex 740

Also have the same problem on Linux Mint KDE 8 Helena on Dell Optiplex 740 using VLC 1.0.2

Audio is built in audio of Dell SigmaTec HD

Tried the 1.0.2 win build as well on the win box, same thing.
