VLC doesn't build on FreeBSD 4.X, 5.X

There are 2 problems with the build system:

• all-modules: contains C-style comparision: if test "$(pic)" == "pic"
• _plugin.a_plugin$(LIBEXT): contains unsupported mod=$${mod:3}
