erratic seek behavior with hotkeys in ogg theora files

Using the seek hotkeys (such as shift-right, shift-left, ctrl-right, or ctl-left). do not skip forward or back in the video as expected, when viewing ogg theora video files. Instead of skipping a few seconds, it just takes you back to the beginning of the video or skips around seemingly randomly.

I've tried this using ogg theora files created with ffmpeg2theora, thoggen, and with files I've gotten off the internet.

I've used the latest version in the Ubuntu Lucid repos, the latest stable release on Windows, a daily 1.1.2 build on Windows, and a daily 1.2.0 build on Windows. All exhibit the same erratic behaivor.

It seeks fine when clicking around on the time bar, but not when using the hotkeys.
