When opening VLC no longer skips P frames until the first key-frame

VLC 1.1.0, when starting reading from RTSP, no longer skips regular (P/B) frames until the first key-frame (I frame). This results in VLC showing green screen until the first key-frame has arrived. While VLC displays the usual message "First frame is not a key-frame", it starts playing the frames immediately which causes the green screen.

The previous versions, while presenting this message, simply waited and started the playback only after the first key-frame arrived.

Is there any option controlling this change, which can force VLC to wait for the first key-frame as it did in the past?
