Limit crash dump file sizes

VLC crashes sometimes and creates dump files. This file creation seems to be without any file limits, so in some cases it can create dump files that are huge (multiple gigabytes). Request is to make some kind of limit for these (like one megabyte). Happens at least under Win32.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
