"--start-time" seeks anomalous locations in file

When using VLC to open MPG files, the "--start-time" command line option seeks to locations which are not the start time in seconds (per documentation), but instead seem to be approximately ~2.5 times as far in on the stream.

Behavior is new with 1.1.0. Works correctly on 1.0.5
