Subtitle character encoding autodetection returns wrong value under Win32

As reported in: http://forum.videolan.org/viewtopic.php?f=14&t=77587

It seems with VLC 1.1.0 subtitle character encoding has changed, and now e.g. CP-1250 Central European subtitles are displayed as CP-1252 (Western). Tested under Win32.

Sample file: http://www.secarica.ro/temp/Total%20Recall.sub that should display following lines

Traducerea şi adaptarea *** etc.
Te simţi bine, dragule ?

but instead VLC 1.1.0 displays

Traducerea ºi adaptarea *** etc.
Te simþi bine, dragule ?

With manual encoding selection subtitle displays correctly.
