VLC 1.1.x: audio glitches (skips/stutters) when playing mono mp3 files

xp x86 sp3, vlc-1.1.0-rc3

present in all 1.1.0 rc and at least the last few pre builds

absent in 1.0.5 and earlier

confirmed on another xp machine

attaching a recording of the vlc output ("what u hear") that demonstrates this artifact, it occurs on the word "start" (play it in 1.0.5) It's from http://vod01.netdna.com/vod/twistpodcast.twist/TWiST-E056.mp3 approximately 40:15. The glitch will not always happen in the same place in the file.
