NSIS save installation settings for later use

As requested in: http://forum.videolan.org/viewtopic.php?f=14&t=71557

NSIS installer settings should be stored to somewhere, so when people update to next VLC version, same settings should be offered to them by default.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
