Win32: mouse slider volume control 1.1 not working in fullscreen

tested against win32/trunk-20100122-0026.

in fullscreen mode the volume control by using the mouse wheel no longer works. it does work in windowed or maximized mode

additionally, when in windowed mode, moving mouse up will start counting from 0% so instead of hving 112% you get 12% as the first response.
