VLM parsing has issues on #-char

As reported in: http://forum.videolan.org/viewtopic.php?f=14&t=66374

VLM parser cannot handle dshow device names if they contain #-char. So e.g.

setup stream1 option dshow-vdev="Philips SPC1330NC Webcam [#1](https://code.videolan.org/videolan/vlc/-/issues/1)"

won't work and gives following error

VLC cannot use the device "Philips SPC1330NC Webcam [#1](https://code.videolan.org/videolan/vlc/-/issues/1)"", because its type is not supported.

so additional " is added and that causes issues. Same problem doesn't bother QT4. Tested under Win32.
