Matroska demuxer seeks inaccurately to chapters

With most matroska files I've tried, VLC is extremely inaccurate at seeking to chapters.

With a test file I created having chapters every 10 seconds, VLC skips to approximately 8 second intervals (00:08, 00:16, 00:25, 00:33, 00:41 instead of 00:10, 00:20, 00:30, 00:40, 00:50)

On another, not created specifically for testing, it skips to: 01:46, 11:24, 22:26, 24:05, and 24:20 instead of 01:50, 11:24, 22:36, 24:07, and 24:22

mkvinfo indicates the proper chapter times.
