[3.0] nightlies fail to fully build

With the new Docker image there is a XDG_RUNTIME_DIR error which likely comes from the new wine.

The 4.0 branch builds more or less the same packages which a similar wine version so we just just need to backport some fixes in the installer build. Or in the Docker image.
