[3.0] VLC 3.0.22 access %userprofile%\Documents when it's shouldn't

I narrowed down the issue to the Qt plugin likely doing the access.

The oldest 3.0.22 nightly we have also exhibits the issue. To reproduce, remove all files except

• vlc.exe
• libvlc.dll
• libvlccore.dll
• modules/gui/libqt_plugin.dll

Launch VLC, wait a few seconds and you'll get an alert it's trying to access %userprofile%\Documents when it's forbidden to do so.

The Qt interface shouldn't do anything when it's launched.

I only have the issue on one machine and it's not 100% reproducible but like 95% of the time.
