When switching to a lower rate of change, the video frames appear noticeably still.

When the frame rate increases (1x->2x), the frame doesn't freeze.

However, when the frame rate decreases (1x->0.5x), the frame seems to freeze.

I checked the logs and found that no frame drops are being triggered, and the latency calculation is normal.
