[3.0.x] move as_IN translation to as

From Debian bug #1085961:

Assamese in India is Assamese's main dialect, see https://en.wikipedia.org/wiki/Assamese_language; therefore there is no point in storing the message catalog only in /usr/share/locale/as_IN/ and not under /usr/share/locale/as/.

The file should be moved to /usr/share/locale/as/LC_MESSAGES/vlc.mo.
