Hevc video not played back, though Windows Media Player plays it correctly

OS: Win11 VLC Player: 3.0.21 HW: Intel based desktop pc

VLC Player 3.0.21 will not play the hevc video in output.mp4 (trying to upload it), just audio, though codecs are there and Windows Media Player and Total Commander's lister plays it correctly.
