[Windows on ARM] Failed to play HEVC 10-bit True 8k and UHD 8k contents on VLC for arm.

Hi Team,

I am trying to play HEVC 10-bit True 8k and UHD 8k 10-bit content using VLC 4.0.0 Arm64 windows. But the video is stuck at initial frame and doesn't play.

Wanted some input on the issue /fix ?

Below are the details: VLC version : 4.0.0 (ARM) OS version : windows 11 Steps to reproduce : Play HEVC 10-bit True 8k and UHD 8k 10-bit content.
